Develops and supports departmentally authored software applications (web or client/server based), databases, and supports/maintains purchased or acquired software packages that support the Division of Student Affairs and Division of Undergraduate Studies.

Essential Functions

Develops and maintains plans outlining steps and timetables for developing, testing, and implementing applications; analyzes, defines, and documents system requirements for data, workflow, logical processes, hardware and operating system environment, interfaces with other systems, internal and external checks and controls, and outputs. Experience with SQL. Provides technical expertise and advises in matters relating to programming activities; develops solutions to programming problems; monitors performance of programs prior to and after implementation. Provides expertise in researching, selecting, and implementing programming solutions to meet current automation needs. Designs and develops computer programs that automate specific business processes. Advises users and analyzes user requirements concerning programs and the efficient use of information technology systems. Provides technical assistance by responding to inquiries regarding errors, problems, or questions with program. Designs and develops standards and procedures; evaluates and modifies existing programs to improve performance, effectiveness and reliability; writes and maintains functional and technical specifications. Develops and maintains technical and project documentation; compiles documentation of program development and subsequent revisions. Revises or directs revision of existing programs to increase operating efficiency or adapt to new requirements. Enters commands and observes system functions to verify correct system operation. Recommends or performs remedial actions to correct problems. Knowledge of all Microsoft Office software and able to learn and use institutional software systems. Loads specified software packages such as operating systems, word processing, or spreadsheet programs into computer; ensures end users obtain access to the necessary applications. Replaces defective or inadequate software packages. Responds to client inquiries concerning systems operation and diagnoses system hardware, software, and operator problems. Provides technical assistance to customers and the department by providing training and responding to problem inquiries, system errors, and general questions relating to supported applications. Makes changes to applications based on feedback from management and users. Coordinates application integration and functional requirements to support interchanges with other department, university, UT System, the State of Texas, or federal government applications. Provides leadership for collaboration with all levels of staff in the development and administration of technology enhancements to various systems that impact administrative as well as academic areas. Confers with personnel to determine technical training needs, provides technical advice, and resolves problems; develops training materials and schedules training sessions as necessary. Coordinates activities with help desk, network services, or other information systems groups. Attends meetings and seminars to obtain information and to inform management of technical training programs and goals. Stays abreast of industry trends and applicable technologies. Attends meetings and conventions to promote use of institution services. May train others; assists in end user support and training. May supervise the work of others. Assists with special projects, as needed. Complies with all State and University policies. Other duties may be assigned.

Required qualifications

Bachelor's degree from four-year college or university and three years of experience, related to the statement of duties and responsibilities; or equivalent combination of education and experience. Experience with SQL. Experience in web design. Above average knowledge of all Microsoft Office software and able to learn and use institutional software systems and file-share software (e.g. SharePoint).
