Provides Administrative Review for complex licensing and permitting work. Work involves receiving and reviewing permit applications; ensuring compliance with applicable policies, administrative codes, and statutes; communicating with external and internal customers; and approving permits.
Reviews applications for storm water general permits, under the Texas Pollutant Discharge Elimination System (TPDES) program for completeness, accuracy, and compliance with all applicable rules and established division procedures and guidelines. Inputs permit applications and required technical data for permits into appropriate computer applications and systems. Maintains records associated with permit applications, and completes necessary forms to approve or deny applications. Communicates with applicants, both orally and in writing, to resolve inaccurate or incomplete applications. Prepares correspondence, memos, and reports related to permit activities. Maintains calendar of events and arranges schedules and meetings. Designs and/or executes an effective system of internal controls concerning records retention, and develops and updates retention schedules and a manual of operating procedures for records retention, storage and destruction. Supervises and assists in the gathering and recording of data. Assimilates and compiles data using independent judgment in producing final reports. Participates in agency Central Registry maintenance and data cleanup. Provides telephone service to the general public; answers questions regarding completing and submitting applications; and supplies information regarding permit processing, policies, and procedures

Bachelor's degree with one year upper level secretarial experience or high school with five years of increasingly responsible administrative, secretarial and clerical experience with one year of supervisory experience. Use of personal computer and standard office equipment. Proficiency in all phases of work performed. Usual office environment.
