Responsible for providing assistance to Manager, Procurement and Compliance in the advertisement, preparation, submission, and maintaining of contractual agreements and related processes.

Essential Functions

Ensures sufficient familiarity with contract and state procurement requirements and Project Management and Constriction Services (PMCS) processes to perform job duties and provide technical support to PMCS staff. Coordinates document distribution and quality control with Professional Service Providers, Contractors, Project Managers, and Project Specialists on front-end specifications for project solicitation and request for proposals, addendums, contracts, notices to proceed, change orders, pay applications, and close-out documents. Prepares contracts for execution. Reviews contract documents for quality control and compliance to state procurement regulations and PMCS processes. Updates Electronic State Business Daily (ESBD) and PMCS websites with project solicitation and contract award information. Performs database entry and generates reports. Schedules pre-proposal conferences, bid openings, and contractor selection committee meetings. Prepares required documents for, and facilitates, pre-proposal conferences, bid openings, contractor selection committees, and periodic meetings with contractors and professional service providers. Schedules and coordinates multi-task projects in an evolving and deadline-driven environment in order to maintain timely completion of contract functions. Proficiently utilizes computer applications Windows PC, Word, Excel, Outlook, Define, FAMIS, Filemaker Pro database, and updates website using Contribute. Provides technical, contracting and accounting support for PMCS staff. Works independently as well as a Team Member with other contracting staff, Project Managers, HUB Coordinator and other professionals on PMCS projects.

Required qualifications

Associate degree in accounting, contract management, business administration, architectural/engineering or a related field. Five years administrative experience. Must have a valid driver's license and an acceptable driving record. Equivalent combination of relevant education and experience may be substituted as appropriate.

Preferred Qualifications

Bachelor's degree in accounting, contract management, business administration or a related field. More than five years administrative experience. Two years of experience in the management, administration, or preparation of contracts and contract solicitation process. Experience in State of Texas procurement process. Experience in deadline-driven environment. Five years experience in Microsoft Office software (advanced Word skills including merging, formatting styles, templates and Excel linked workbooks). Experience with database and report generation. Experience in construction industry, architectural, or engineering processes. Successful completion of the Facilities Services and Project Management and Construction Services Leader Development program.
