Reporting to the Director of Human Resources for the Division of Housing and Food Service, this position provides consultation on employee relations as well as guidance on staff recruitment, selection and hiring. Oversees and completes general Human Resources processes in the division Human Resources office.

Essential Functions

Assists Director with oversight of HR functions and processes for division with an emphasis on employee relations and performance management. Serves as internal consultant by reviewing and recommending department adherence to University policies and procedures. Provides consultation with directors, supervisors and staff. Provides recommendations for specialized hiring processes, recruitment, and selection. Resolves policy variations. Ensures compliance with university, ADA, FLSA and EEO policies in relation to hiring practices. Manages division wide 360 Degree Feedback process, including creation, communication, collection and dissemination of results. Responds to and gathers information for inquiries regarding unemployment claims. Coordinates the annual merit process, including determining eligibility, recommended increase, budgeting and employee notification. Facilitates division orientation. Presents HR related training to DHFS directors, supervisors and staff covering topics such as Interviewing, Selecting and Hiring, Evaluation Writing, and Performance Management. Provides leadership for Human Resources team including supervision of full time staff. Serves as backup contact for Workers Compensation claims and communication with division and university partners. Provides quality internal and external customer service. Creates, updates and makes recommendations on DHFS Human Resources forms and documents, including conversion into interactive PDF. Periodically completes data entry of sensitive information. Creates charts and graphs and analyzes information for trends to report key HR metrics. General office correspondence, and entry of personnel documents into division Human Resources Information System (HR Suite). Coordinates Record Retention for HR related documents, serves as expert for division. Updates, develops, and makes recommendations for division Human Resources web site, Human Resources Ticket System, reports, etc.

Licenses: Class "C" Operator's Driver's License. Applicant selected must provide a current three year Driving Record from the current state of residence. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident.

Required qualifications

Bachelor's degree in human resources, business administration, public administration, or related field. Five years of experience in a human resources function. Excellent verbal and written communication skills. Accuracy in all phases of work performed. Demonstrated effective interpersonal skills. Equivalent combination of relevant education and experience may be substituted as appropriate.

Preferred Qualifications

PHR or SPHR certification. Ability to interpret policy and provide guidance. Experience in a fast paced, high volume environment. At least one year of supervisory experience. Experience facilitating training for groups. General knowledge of workers compensation. Proficient in Microsoft Office programs.
