Member of HR leadership team in Housing and Food Service HR office. Reporting to the Director of HR for the Division, this position oversees HR office daily operations, provides consultation on staff recruitment, selection and hiring, HR administrative functions as well as employee relations guidance and training.

Essential Functions

1. Oversees Human Resource Office daily operations. Supervises, assigns work, evaluates and provides feedback to five full-time staff members. Communicates with managers, applicants and staff on daily operational decisions. Monitors compliance. Ensures all documents are appropriately processed, ensuring confidentiality at all times. Processes and analyzes reports on various types of employee data and performs analysis for decision making and tracking. Provides employee relations consultations 2. Human Resources Leadership Team: Member of the DHFS HR leadership team providing input on decisions and implementing processes. Participates in meetings and makes recommendations on process improvements and efficiencies. Serves on various committees. Leads change management efforts. Implements initiatives related to the 5 Year Strategic Plan. Assumes back-up role for HR Director and other team members. 3. Student and Part-Time Staff Recruitment and Hiring: Serves as main point of contact for division student and part-time staff hiring. Coordinates with Directors, managers and HR staff to ensure hiring goals and compliance are achieved. Coordinates HR processing of materials. Plans and coordinates new ideas and systems. 4. New Hire Onboarding: Coordinates HR activities for recruitment and hiring of new employees. Provides leadership and guidance for new hire onboarding best practices. Communicates with campus partners on procedures related to Background Check System, I-9, E-Verify, Compliance training, Records and Employee Information System. 5. Supervises Student Staff: Selects, orients, trains, evaluates and coordinates work assignments and special projects for Student employees. Supervises student staff. 6. General HR Functions and Training: Provides training to various audiences on HR materials. Presents at Division New Employee Orientation. Actively partners with division payroll office.

Marginal/Incidental functions

Other related functions as assigned.

Licenses: Class "C" Operator's Driver's License. Applicant selected must provide a current three year Driving Record from the current state of residence. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident.

Required qualifications

Bachelor's degree in human resources, business administration, public administration, or related field. Five years of experience in a human resources function. Use of personal computer and other standard office equipment. Excellent verbal and written communication skills. Accuracy in all phases of work performed. Demonstrated effective interpersonal skills.

Preferred Qualifications

PHR, SPHR, SHRM-CP, or SHRM-SCP certification. Experience consulting with senior leadership. Ability to interpret policy and provide guidance. Ability to work in a constantly changing environment. Experience in a fast paced, high volume environment. At least one year of experience supervising full-time staff. Experience providing HR generalist support to a department employing over 1,000 employees, full-time and part-time. Experience in a fast-paced HR office serving a broad variety of employee types (regular, part time, students, employee of contractors). Experience facilitating training for groups. Experience with high volume recruiting. Proficient in Microsoft Office programs.
