Additional Information


Procure goods and services necessary for operation of the University's teaching, administrative, and research functions in accordance with State and University regulations. Provide advanced skills in performing varied and difficult purchasing duties as well as resolve procurement problems of a routine nature.

Essential Functions

As Team Lead, assist team buyers to resolve order issues and address questions. Review and approve sole source justifications processed by buyers. Supervise team buyers, manage team workload and assign work and/or projects as needed. Act as departmental liaison for complex purchases, researching and talking departments and team buyers through available procurement options. Assist with buyer training as needed. Review and respond to incoming correspondence and requests, both written and verbal. Process routine purchases including informal bids, awards from existing contracts, and sole source justifications. Review requisitions for clarity of specifications and adherence to purchasing policy. Process order corrections and cancellations. Prepare and post Invitation to Bid (ITBs) and Quote Request documents. Facilitate the process of scope of work development, prepare solicitation document, respond to questions, etc. Review and tabulate bids, make recommendations and determine/process awards. Other general duties including but not limited to: maintain files, attend meetings, attend training, and assist purchasing staff.

Required qualifications

Bachelor's degree. Minimum of three years of progressively responsible procurement experience, industrial or educational, with at least two years at the Buyer II level or comparable outside experience. Equivalent combination of relevant education and experience may be substituted as appropriate.

Preferred Qualifications

Five years years of progressively responsible procurement experience. Experience supervising buyers in a team environment or overseeing duties of other buyers in the same department. Prior procurement experience at an institute of higher education or state agency. Purchasing certification from the State of Texas or an accredited National Purchasing Association.
