Purpose

Effective management and operation of the Contracting Office of Applied Research Laboratories.

Essential Functions

Manage staff to ensure efficient and effective operation including establishing priorities/expectations, training and maintaining resources, distributing workload, scheduling and maintaining office processes and procedures and institutional policies. Responsible for proposal preparation and submission including compliance with complex requirements, development of accurate project budget, review of technical volume, internal and external compliance and approvals, and distribution. Interactive review and negotiation of research grants, contracts, subcontracts, disclosure agreements and other agreements in accordance with internal and University policies as appropriate for a state educational institution. Liaison internally and between ARL:UT personnel and external contracting offices, sponsors and University officials regarding contract modifications, funding, deliverables, disclosures, and close out reporting requirements. Responsible for accurately maintaining internal and external databases, including functionality, and providing data and status, programmatic or financial reports as needed or required.

Marginal/Incidental functions

Represent ARL within both the University and external research communities. Other related functions as assigned.

Required qualifications

Bachelor's degree in business or public administration, social sciences, or a technical/scientific field. Excellent interpersonal oral and written communication skills. At least five years of contract/grant experience in the preparation, processing and submission of research proposals to a variety of sponsoring organizations as well as post award administration. At least five years of demonstrated ability to negotiate complex terms/conditions for contracts and subcontracts. At least two years of experience in management. US Citizen: Applicant selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information at the level appropriate to the project requirements of the position.

Preferred Qualifications

Experience with UT Austin or other University environment. Experience with detailed proposal costing, electronic proposal submission, compliance with federal contract clauses, cost accounting guidelines, and post-award administration. Excellent communication, spreadsheet, and writing skills. Demonstrated ability to interface with a diverse group of people under stressful and time sensitive conditions; to be supervised as well as provide supervision; and work independently and as a team member. Advanced Degree and/or certification.
