CAMPUS WATCH: Below is a summary of campus activity reported to or observed by the University Police Department patrol officers between Thursday, 08-24-06 and Monday, 08-28-06. On behalf of the University of Texas Police Department I would like to welcome all of the students back. I hope that this will be a safe and prosperous year. I am sure that after reading today's issue of the Campus Watch, several representatives from the Guild of Thieves have welcomed back several UT students… personally. Today is the first day with students back on campus for the Fall 2006 semester and I am very pleased to announce the University of Texas Police Department will be providing not one but two Free Pizzas to the individuals who witnessed an attempted theft and contacted UTPD. Their telephone call led to the apprehension and arrest of a known bicycle thief. Congratulations. BELLMONT HALL, 2109 San Jacinto Blvd. Criminal Trespass: A UT student entered into a restricted area setting off the alarm system. During the investigation, the officer learned that the student had not been authorized in several years for this area but had retained a key to access the room. The student received a criminal trespass referral and was escorted from the area. The officer confiscated the key from the student prior to releasing her. Occurred on: 8-24-06, at 2:12 PM. BRAZOS PARKING GARAGE, 210 East Martin Luther King Blvd. Burglary of Motor Vehicle: A Dell laptop computer was stolen from an unsecured vehicle. The vehicle had a broken window and the computer could not be secured. Loss value: $1,200.00. Occurred on: 8-28-06, at 5:30 PM. CENTRAL RECEIVING BUILDING, 2200 Comal Street Criminal Mischief: Three windows located on the west side of the building were discovered broken out. Loss value: Unknown at this time. Discovered: 8-26-06, at 7:42 AM. EP SHOCH, #6 East Mall Criminal Trespassing: A non-UT subject was discovered sleeping inside a restricted area located on the first floor. During the investigation, the subject informed the officer that he was from San Antonio and was considering applying to UT and becoming a student. During the course of the investigation the subject admitted that he had been sleeping inside several of the buildings. The subject was issued a written criminal trespass warning and escorted from the area. Occurred on: 8-26-06, at 4:15 AM. GREGORY GYM, 2101 Speedway Suspicious Person: An unknown white female was observed loitering in and around the bicycle racks located on the west side of the building. The subject had left the area prior to the arrival of the police officer. The subject was described as: white female, blue shirt, and dark pants. Occurred on: 8-27-06, at 11:31 PM. JESSE H. JONES COMMUNICATION CENTER, BLDG A, 2504-A Whitis Ave. Burglary of Coin-Operated Machine: A UT student reported an unknown subject was attempting to gain access into several coin operated machines located inside the CMA garage. The subject left the area prior to the arrival of the police officer. During the investigation, the officer discovered that entry had been made into several of the vending machines. The subject was described as: white male, 5'-11", with reddish brown hair. Loss value: unknown at this time. Occurred on: 8-27-06, at 3:09 PM. JESTER EAST DORMITORY, 201 East 21st Street Harassment: A UT student reported receiving several harassing telephone calls over the course of two days. The student remembered the *57 feature and upon receiving one additional harassing telephone call, he hung up the telephone, picked up the receiver, and dialed *57 and heard that the harassing telephone number had been successfully trapped. Occurred between: 8-24-06 and 8-26-06. JESTER WEST DORMITORY, 201 East 21st Street Criminal Trespass: A UT student reported that a non-UT subject was stopping students and their parents and asking them for money. The student pointed to the subject and identified him to the police officer as the subject who was panhandling. The subject was stopped by the officer. During the investigation, the subject denied asking students for money; he claimed that he was asking directions to a local church. The subject was issued a written criminal trespass warning and escorted off campus. Prior to the officer releasing the subject, the officer provided the subject directions to several local churches in the area. The subject was observed leaving the UT area in the opposite direction. Occurred on: 8-25-06, at 6:03 PM. JESTER WEST DORMITORY, 201 East 21st Street Consumption of Alcohol by a Minor: UT police officers responded to Jester dormitory on a report of an unconscious person. Upon arrival, the officer located a conscious subject leaning his head into a trash can that contained liquids and other bodily fluids. Officers detected a very strong odor of alcohol on the subject's breath. The officers had a hard time understanding the subject when he spoke. His speech was slurred. During the investigation officers discovered that the subject was under the legal age of 21 and had been consuming alcohol. The subject received a field release citation for Consumption of Alcohol by a Minor. Austin EMS arrived to the room and examined the subject and determined that the student was not suffering from alcohol poisoning. Occurred on: 8-28-06, at 1:20 AM. KINSOLVING DORMITORY, 2605 Whitis Ave. Theft / Criminal Trespass: Two separate witnesses observed a non-UT subject cut and remove a chain lock from a bicycle located on the west side of the dormitory. Both witnesses contacted the University police department and the subject was located still in the bicycle racks. During the investigation, officers discovered that the subject had received several prior written criminal trespass warnings. The subject was taken into custody for Theft and Criminal Trespass and was transported to Central Booking. Loss value: $250.00 (recovered). Occurred on: 8-27-06, at 6:09 PM. Crime Prevention Tip: You can see the importance of a two-lock locking system. This type of system requires the thief to carry two different tools in order to steal your property. The minimum recommendation in securing your bicycle on campus or anywhere in Austin is a U-shaped lock that uses a flat key. The maximum recommendation uses the same style U-shaped lock but works in conjunction with a thick self-locking cable lock. I would like to take a moment to telling all of the new Campus Watch reader and remind everyone else about the Free Pizza program. If you observe suspicious activity in or around the bicycle racks and you contact the UT police department, and that telephone call leads to the arrest of bicycle thief. The University of Texas at Austin Police Department will provide you a pizza of your choice. PARKING LOT 41, 2200 Block Red River Assist Outside Agency: A white Acura was discovered running and the doors unlocked. Upon close inspection the officer discovered the windshield had been smashed and three tires were flattened. During the investigation, the officer discovered that the vehicle had been reported stolen to the Austin Police Department in the south east portion of Austin. Occurred on: 8-26-06, at 4:40 AM PARKING LOT 41, 2200 Block Red River Public intoxication: A non-UT subject was discovered sleeping inside another vehicle further inside the parking the lot. The officer observed a set of vehicle keys lying on the passenger set. When the subject woke up, he informed the officers that he was somewhere on MLK and had decided that he was too intoxicated, after drinking Bacardi, to drive home. He then attempted to turn the car on and drive away. The subject was confused about why his vehicle would not start-the keys were not in the ignition. During the investigation, the officers detected a strong odor of alcohol of the subject's breath and believed that the subject would attempt to drive home. The subject was taken into custody for Public Intoxication and transported to Central Booking. Occurred on: 8-27-06, at 1:47 AM. PARKING LOT 104, 1900 Block N IH-35 Burglary of Motor Vehicle: The right side passenger's window of a Honda Civic was discovered broken out and a grey Pioneer in-dash stereo system was stolen. Est. damage: $300.00. Loss value: $400.00. Occurred between: 8-25-06, at 4:40 PM and 8-26-06, at 11:25 PM. PARKING LOT 104, 1900 Block N IH-35 Burglary of Motor Vehicle: The left front driver's side window of a tan Toyota was discovered broken out. The officer discovered pry marks on the in-dash stereo and locked glove box. Est. damage: $300.00. Occurred between: 8-20-06, at 3:00 PM and 8-26-06, at 11:25 Pm. SOUTH MALL, 100 Block West Inner Campus Drive. Suspicious Person: A UT staff member reported that an unknown subject approached her and asked, "Do I look like a drug dealer to you?" The subject then observed the staff member's name tag and asked questions about the students living in the dormitories. When he was told that the students had not moved in yet he walked away. During the investigation, the staff member informed the officer that she had already pre-programmed the main number to the police department into her cellular telephone and if she saw the subject again she would call. The subject was described as: White male, short in stature, with short brown hair, and brown eyes. The subject has "scruffy" facial hair and was wearing a gold hoop earring in his right ear. The subject was last seen wearing a white sleeveless T-shirt, blue jean shorts and was carrying a black duffle bag. Occurred on: 8-24-06, at 3:20 PM. UNIVERSITY TEACHING CENTER, 105 West 21st Street Criminal Trespass: A non-UT subject was discovered sleeping in a restricted area located on the 4th floor. The subject informed the officer that he was waiting for the library to open. During the investigation the officer determined the subject was not a current UT student or current UT employee. The officer issued the subject a written criminal trespass warning and escorted him from the area. Occurred on: 8-25-06, at 8:20 AM. WEST MALL, 2300 Block Guadalupe Criminal Trespass: A non-UT subject was discovered sleeping inside a planter box located near the bus stop. The subject informed the officers that it was a cool spot to sleep. Subject was issued a written criminal trespass warning and escorted from the area. Occurred on: 8-24-06, at 3: 35 PM. 500 BLOCK WEST 24TH STREET Driving Under the Influence of Alcohol by a Minor / Consumption of Alcohol by a Minor: A blue Cadillac was observed driving the wrong way on a posted one-way street. When the vehicle was stopped the officer detected a strong odor of alcohol inside the passenger compartment of the vehicle. The driver, identified as a UT student, was asked to step out of the vehicle. The officer again detected the odor of alcohol on the driver's breath and discovered that the driver was under the legal age of 21. The driver was issued a written field release citation for Driving Under the Influence of Alcohol by a Minor and had his driver's license confiscated. During the investigation, the officer spoke to the passenger and detected a strong odor of alcohol on his breath and observed that the passenger had bloodshot eyes. The officer discovered that the passenger was also under the legal age of 21 and issued the passenger a field release citation for Consumption of Alcohol by a Minor. Both subjects were released and the vehicle was impounded. Occurred on: 8-25-06, at 2:25 AM. 1300 BLOCK EAST MARTIN LUTHER KING BLVD. Public Intoxication: A non-UT subject was observed staggering, swaying and having issues with maintaining his balance. The subject stepped off the curb and was nearly struck by a passing vehicle. The subject refused to stop when directed to do so by the officer. The subject yelled at the officer that he was not doing anything wrong and that he was going home. During the investigation the officer observed that the subject had a strong odor of alcohol on his breath, bloodshot eyes, and was unable to maintain his balance. The subject insisted that he be allowed to go home, and when told no by the officer, the subject threw his hands out and told the officer, "Arrest me!" After being taken into custody for Public intoxication the subject began yelling to passers-by that the officer was going to drive him around the corner and beat him. Once at Central Booking the subject continued to yell and tried getting other prisoners involved in a fight. Occurred on: 8-26-06, at 3:30 AM. 1800 BLOCK GUADALUPE Driving Under the Influence of Alcohol by a Minor / Consumption of Alcohol by a Minor (3 Counts): A 2005 Chevy was observed traveling the wrong way on a posted one-way street at a high rate of speed and narrowly missed colliding into another vehicle. The vehicle was stopped and the officer detected a very strong odor of alcohol inside the passenger compartment of the vehicle and on the driver's breath. During the investigation, the officer observed that the driver's eyes were bloodshot and glassy. The officer determined that the driver was under the legal age of 21 and had been consuming an alcoholic beverage. The driver was issued a written field release citation for Driving Under the Influence of Alcohol by a Minor and had his driver's license confiscated. During the investigation, the officer determined that the three passengers inside the vehicle had also been consuming alcohol during the course of the night and were issued field release citations for Consumption of Alcohol by a Minor. Occurred on: 8-25-06, at 3:30 AM. 1900 BLOCK UNIVERSITY AVE Public Intoxication: Officers observed a female subject attempting to support a second female subject while the second female was having an extreme physical reaction to the over-consumption of alcohol as well as balance issues. When the first female subject observed the officer walking towards them she withdrew her support and ran away while the second subject continued her first college endeavor. The officer detected a very strong odor of alcohol of the subject's breath, along with other familiar odors. The subject identified her flighty friend and informed the officer that her friend was already on probation. During the investigation, the officer determined that the subject was intoxicated and presented a danger to herself. When the subject realized that she was being taken into custody, she attempted to jerk her hands free and began kicking at the officer. Once in custody and on her way to Central Booking the tears began flowing. The subject informed the officer that even though she drunk she was not hurting anyone. Occurred on: 8-27-06, at 2:26 AM. 2000 BLOCK SAN JACINTO BLVD. Driving While Intoxicated: A silver colored Toyota was observed traveling south on San Jacinto Blvd at a high rate of speed and disregarded two posted stop signs at two separate intersections. When the vehicle was stopped, the driver informed the officer that he was trying to get his intoxicated friend home. The officer detected a strong odor of alcohol on the driver's breath and asked the driver if he had been drinking. The driver told the officer "no." During the investigation, the officer observed that the driver had bloodshot eyes and would continue to ramble about getting his friend home. After several failed attempts, by the driver to complete the Standardized Field Sobriety tests, the driver was taken into custody for Driving While Intoxicated. The driver was transported to Central Booking. During the investigation the officer contacted a cab company and the passenger went home. Occurred on: 8-25-06, at 3:00 AM 2200 BLOCK SPEEDWAY Public Intoxication: A UT student was observed staggering and swaying as he attempted to navigate a flat sidewalk. The subject became exhausted and sat down on the curb to rest. When the student was stopped the officer detected a very strong odor of alcohol on the student's breath. The subject informed the officer that he was heading home. When asked where he lived, the subject rolled his eyes and told the officer that he did not know. The subject was taken into custody for Public Intoxication and transported to Central Booking. Occurred on: 8-26-06, at 2:35 AM. 2300 BLOCK NUECES Suspicious Activity: A UT student reported an unknown subject was photographing students as they lined up for sorority rush. The student questioned the subject and the subject informed her that he was doing campus safety pictures. When the student retrieved her cellular telephone and contacted the University Police, the subject made a hasty retreat from the area. The subject was described as: white male, 5'-11", brown hair, and approx. 20 years old. The subject was last seen wearing blue jeans and a short sleeve shirt. Occurred on: 8-25-06, at 4:00 PM. 2400 BLOCK SAN JACINTO BLVD. Driving While intoxicated: A red Ford truck was observed failing to stop at the intersection of 23rd Street and San Jacinto. The vehicle was stopped and the officer detected a very strong odor of alcohol inside the passenger compartment. The officer observed that the driver's eyes were bloodshot and glassy. The driver informed the officer that he had been at a local 6th Street bar and had consumed only 2 beers. The driver agreed to perform several Standardized Field Sobriety Tests. After several failed attempts to perform these tests the driver was taken into custody for Driving While intoxicated and transported to Central Booking. Occurred on: 8-26-06, at 2:24 AM. 2500 BLOCK SAN ANTONIO ROAD Driving While Intoxicated: A grey 1972 Oldsmobile was observed driving the wrong way on a posted one-way street. When the vehicle stopped, the driver got out of the Oldsmobile and staggered towards the officer. The officer detected a very strong odor of alcohol of the driver's breath. The driver, identified as a UT student, had bloodshot, watery eyes. The student answered the officer's questioned and told the officer that he did not have any head injuries or other injuries that would hinder him from being able to do the Standardized Field Sobriety tests. After several failed attempts, the driver informed the officer that he had a bruised knee and had taken Hydrocodone for his black eye. The subject was taken into custody for Driving While Intoxicated and transported to Central Booking. Occurred on: 8-25-06, at 1:50 AM. CAMPUS WIDE: Non-Criminal Calls: In addition to the above criminal cases, The University of Texas Police Department responded to 68 alarm calls, 4 collision calls, 6 suspicious activity reports, and 25 unsecured door reports between 08-24-06 and 08-28-06.
