CAMPUS WATCH: Below is a summary of campus activity reported to or observed by the University Police Department patrol officers between Friday, 09-08-06 and Monday, 09-11-06. DARRELL K. ROYAL- TEXAS MEMORIAL STADIUM, 405 East 23rd Street Public Intoxication: A non-UT subject was observed having an extremely difficult time walking and maintaining his balance as he approached the ticket gate to enter into the stadium. During the investigation, the officer detected a very strong odor of alcohol on the subject's breath. The officer determined that the subject was intoxicated and posed a danger to himself. The subject was taken into custody for Public Intoxication and transported to Central Booking. Occurred on: 9-09-06, at 5:40 PM. DARRELL K. ROYAL- TEXAS MEMORIAL STADIUM, 405 East 23rd Street Public Intoxication: A UT student was discovered passed out in the grassy area next to section 32. When the officer was able to wake the subject up the student gave the officer the "thumbs up" sign. The officer detected a very strong odor of alcohol on the subject breath and observed that the subject was very sleepy. The subject was taken into custody for Public Intoxication and transported to Central Booking. Occurred on: 9-09-06, at 9:00 PM. DARRELL K. ROYAL- TEXAS MEMORIAL STADIUM, 405 East 23rd Street Possession of Drug Paraphernalia: An unknown subject reported that a subject sitting beside him had a bottle of alcohol in the cargo pocket of his shorts. The subject was located and the officer located the prohibited contraband. During the investigation, the officer began ejecting the subject from the stadium. When the non-UT subject believed the officer was not watching, he attempted to discard a small wooden box. The officer saw the furtive movement and recovered the wooden box. The subject denied ownership. The officer opened the box and discovered a 2-inch brass pipe that contained burnt marijuana residue. The subject was issued a field release citation for Possession of Drug Paraphernalia and escorted from the stadium. Occurred on: 9-09-06, at 8:15 PM. DARRELL K. ROYAL- TEXAS MEMORIAL STADIUM, 405 East 23rd Street Consumption of Alcohol by a Minor: A non-UT subject stated that a UT student was making comments that were intended to incite several individuals sitting around him. During the investigation, the officer located the student and observed a plastic bladder flask below the student's seat. The student denied making any comments to the opposing fans and denied ownership of the flask below his seat. The officer detected a very strong odor of alcohol on the student's breath and observed that he had bloodshot eyes. After verifying that the subject was under the legal age of 21, the student issued a field release citation for Consumption of Alcohol by a Minor. When the student realized that he was receiving a citation he began begging the officer not to issue him a citation since he had just received a DUI 3 weeks earlier and was on probation. The student was escorted from the stadium, but prior to being ejected the student received a written referral from an official of the Dean of Students Office. Occurred on: 9-09-06, at 8:55 PM. DARRELL K. ROYAL- TEXAS MEMORIAL STADIUM, 405 East 23rd Street Theft: A non-UT subject reported the theft of a Dallas Cowboy's helmet with the signatures of Roger Staubach and Troy Aikman on the side. The reporting person stated that an unknown subject picked up the helmet then left the area. He described the suspect as: white male, thin build, with a "pointed" face. Officers observed a subject matching the description attempting to leave the stadium carrying the blue and silver helmet. The subject was stopped and identified as a UT student. The subject stated that he had just won the helmet. After being read his Miranda Warning the student stated, "Can't I just put it back and go home?" The student was taken into custody for Theft and transported to Central Booking. Loss value: $1000.00 (Recovered). Occurred on: 9-09-06, at 8:00 PM. DARRELL K. ROYAL- TEXAS MEMORIAL STADIUM, 405 East 23rd Street Consumption of Alcohol by a Minor / Possession of a Counterfeit Driver's License: While investigating a reported unruly student, an officer detected a moderate odor of alcohol on the breath of a subject standing in the area. During the investigation, the officer determined that the subject was under the legal age of 21. The non-UT subject opened his wallet to present the officer his ID and dug to remove his correct driver's license. In doing so he exposed a second driver's license. The second license was confiscated and the officer discovered that it was a counterfeit. The subject was issued a field release citation for Consumption of Alcohol by a Minor and ejected from the stadium. After being ejected from the stadium the subject requested the return of his counterfeit license. Charges are pending on the counterfeit driver's license. Occurred on: 9-09-06, at 9:15 PM. DARRELL K. ROYAL- TEXAS MEMORIAL STADIUM, 405 East 23rd Street Criminal Trespass: A non-UT subject who had been ejected from the stadium attempted to re-enter the stadium. When his re-entry was denied he created a disturbance. The subject was taken into custody for Criminal Trespass and transported to Central Booking. Occurred on: 9-09-06, at 9:52 PM. DARRELL K. ROYAL- TEXAS MEMORIAL STADIUM, 405 East 23rd Street Possession of Alcohol by a Minor: Two UT students were observed drinking from a silver flask and passing it back and forth. During the investigation, the officer determined one subject was under the legal age of 21. He issued the underaged student a field release citation for Possession of Alcohol by a Minor. Both students were ejected from the stadium. Prior to leaving the stadium, each student received a referral from a Dean of Students official. Occurred on: 9-09-06, at 9:00 PM. DARRELL K. ROYAL- TEXAS MEMORIAL STADIUM, 405 East 23rd Street Public Intoxication: After receiving a number of complaints, police officers observed a UT student, wearing a Mexican sombrero, using profane language to incite others into a fight. When the use of his language was not working, the student was observed using sign language to achieve the same effect. The officer requested the student to follow them out of the stands. The subject responded, "I'm staying right here!" Several officers informed the subject that it would be in his best interest to leave the stands. Again the student declined. The subject was resistant, but officers escorted the subject out of the stands. The subject remained uncooperative, combative and resistant to all commands given. After being told to sit down and the subject replied, "I'm not doing anything you ask!" he was helped gently to the ground and handcuffed. During the investigation, the officer detected a very strong odor of alcohol on the student's breath and observed that he had bloodshot eyes. The subject was taken into custody for Public Intoxication and transported to Central Booking. Occurred on: 9-09-06, at 9:02 PM. DARRELL K. ROYAL- TEXAS MEMORIAL STADIUM, 405 East 23rd Street Public intoxication: A non-UT subject attempted to rush pass the ticket takers in order to attend the Texas–Ohio State football game. During the investigation, the officer detected a very strong odor of alcohol on the subject's breath and observed that the subject needed support to maintain his balance. The officer discovered that the subject had attempted to enter the stadium at several other locations and had been told to leave. The subject was taken into custody for Public Intoxication and transported to Central Booking. Occurred on: 9-09-06, at 8:00 PM. DARRELL K. ROYAL- TEXAS MEMORIAL STADIUM, 405 East 23rd Street Assault / Public Intoxication: A UT student struck an unknown subject with a closed fist causing injury. During the investigation, the officer detected a very strong odor of alcohol on the student's breath. The student's speech was slurred and mumbled. The subject was taken into custody for Public Intoxication and transported to Central Booking. The victim did not wish to file assault charges. Occurred on: 9-09-06, at 7:30 PM. DARRELL K. ROYAL- TEXAS MEMORIAL STADIUM, 405 East 23rd Street Public Intoxication: A non-UT subject was observed stumbling towards the gate to enter into the stadium. The officer detected a very strong odor of alcohol on the subject's breath. The officer also observed that the subject was not in full control of her physical faculties and continued to drop her personal belongings. The subject was taken into custody for Public Intoxication and transported to Central Booking. Occurred on: 9-09-06, at 7:01 PM DARRELL K. ROYAL- TEXAS MEMORIAL STADIUM, 405 East 23rd Street Public Intoxication: A non-UT subject was observed staggering and having balance issues as he approached the ticket gate. When the subject entered the stadium an officer standing nearby detected a very strong odor of alcohol on the subject's breath. The officer asked the subject if he had been drinking. The subject replied, "Enough to enjoy the game." The subject was taken into custody for Public Intoxication and transported to Central Booking. Occurred on: 9-09-06, at 3:40 PM. DARRELL K. ROYAL- TEXAS MEMORIAL STADIUM, 405 East 23rd Street Public Intoxication: A non-UT subject was observed staggering and stumbling out of a women's restroom, then hanging onto a handrail in order to keep from falling. During the investigation, the officer detected an overpowering odor of alcohol on the subject's breath. The officer could not understand the subject because she was slurring her words. The subject was taken into custody for Public Intoxication and transported to Central Booking. Occurred on: 9-09-06, at 5:30 PM. DARRELL K. ROYAL- TEXAS MEMORIAL STADIUM, 405 East 23rd Street Possession of Alcohol by a Minor: A UT student was observed attempting to carry a large plastic flask containing alcohol into the stadium. During the investigation, the officer discovered that the subject was under the legal age of 21. The subject was issued a field release citation for Possession of Alcohol by a Minor. Prior to being ejected from the stadium the subject received a written referral from a Dean of Students official. Occurred on: 9-09-06, at 5:50 PM. GREGORY GYM, 2101 Speedway Theft: A UT student reported the theft of his Motorola Razor cellular telephone after it was left unattended beside a 3rd floor basketball court. Loss value: $150.00. Occurred on: 9-11-06, at 9:30 PM and 9-12-06, at 12:12 AM. JESTER WEST DORMITORY, 201 East 21st Street Suspicious Person: A UT student reported that an unknown subject woke her up by knocking on the door and turning the doorknob. The student looked through the door view but could not see who was knocking. The student asked who was there but this unknown subject did not reply. The student then opened the door, thinking it was her roommate, the subject attempted to force his way into the room. The student pushed the subject back and was able to close and lock her door. Prior to calling the police the student learned from several other residences on the floor that they had a similar experience during the same time frame. The unknown subject was described as: white male, 19 years old, medium build, about 5'-7", bleach blonde hair, and brown eyes. The subject was last seen wearing a brown and white polo shirt and blue jeans. Occurred on: 9-09-06, at 5:30 AM. Crime Prevention Tip: This student did a good job in preventing this unknown subject from entering her dormitory room. What is more impressive is the fact that this student was able to get a very good detailed description of the subject as she pushed him out. I would like to remind everyone that the UT Police Department is staffed 24 hours a day / 7 days a week. When incidents occur you do not have to wait for "normal business hours." Our normal business hours are 24 / 7/ 365. KINSOLVING DORMITORY, 2605 Whitis Ave Harassment: A UT student reported having received a number of harassing and alarming telephone calls. The student stated that after receiving the last harassing call, she and her roommate were able to successfully trap the telephone number of the caller. Occurred between: 8-27-06, and 9-11-06. O. HENRY HALL, 601 Colorado Street Assault by Contact: Two non-UT subjects were observed engaged in a physical altercation. One subject was described as: Hispanic female, wearing a pink shirt. The other subject was described as a white male, wearing a white shirt. When the officers arrived, both subjects had left the area but were located on another street. Both subjects denied being involved in an altercation but admitted that they had been arguing. The argument involved the male subject dancing with an unknown female and allowing both of his hands to fall below that female's waistline. The male subject admitted that he had been slapped, deserved it, and did not wish to file charges. No charges were filed. Occurred on: 9-10-06, at 2:05 AM. O. HENRY HALL, 601 Colorado Street Public Intoxication / Consumption of Alcohol by a Minor: A non-UT subject was discovered passed out on a sidewalk by a UT staff member. The staff member was not able to wake her up. The staff member notified the UT Police Department and contacted the Austin EMS. When the officer arrived, she observed that the student's skin was ashen in color, and the student had a very strong odor of alcohol on her breath. Austin EMS treated the student for alcohol poisoning. A UT student insisted upon taking custody of the female instead of her being transported to a local area hospital. The female was transported. During the investigation, the officer detected a strong odor of alcohol on the insistent student's breath and discovered that he was under the legal age of 21. The student was issued a field release citation for Consumption of Alcohol by a Minor. Occurred on: 9-09-06, at 2:02 AM. PARKING LOT 104, 1900 Block North IH-35 Assist Outside Agency: A non-UT subject was discovered sleeping on a picnic table. A subject reported that the non-UT subject was not part of any tailgating party. During the investigation, the subject stated that he was waiting for a friend but did not know how to contact him. The officer discovered that the subject had 4 outstanding outside agency warrants. The subject was taken into custody and transported to Central Booking. Occurred on: 9-09-06, at 6:50 AM. PARKING LOT 108, 1500 Block Assault by Contact: An unknown subject wearing Ohio State shirt entered into the parking lot. When told that the parking lot was full, the subject drove past the parking attendant and entered the lot yelling "I have a pass." After parking his vehicle, the subject walked past the attendant and bumped into her back with his shoulder and forearm. Occurred on: 9-09-06, at 5:57 PM. PETER T. FLAWN ACADEMIC CENTER, #2 West Mall Criminal Trespass Warning / Assist Outside Agency: Two non-UT subjects were observed entering into a restricted area of the building. When stopped, both subjects informed the officer that they were looking for a water fountain. During the investigation, the officer learned that one subject had an outstanding outside agency warrant for Failing to Appear. The subject was taken into custody for the warrant and transported to Central Booking. Both subjects were issued written Criminal Trespass Warnings for the area. The other subject was escorted from the area. Occurred on: 9-11-06, at 3:07 AM. ROBERT A. WELCH HALL, 105 East 24th Street Suspicious Person: A UT staff member reported an unknown subject attempted to get into his office while he was working. The staff member opened the door and observed a subject standing there. The unknown subject stated he was looking for another staff member. The subject then turned and left the area. The unknown subject was described as: white male, 40 years of age, 5'-5", and a blondish-grey beard (about 4 days growth). He was last seen wearing a white T-shirt, a blue ball cap and was carrying a blue backpack. Occurred on: 9-09-06, at 2:18 PM. 100 BLOCK WEST 21ST STREET Consumption of Alcohol by a Minor: A UT student was observed bent over, providing alcohol-enriched fertilizer to the university owned flora (and later fauna.) When stopped, the student stated that he had consumed 6 "half shots of vodka and 2 jello shots containing tequila." The officer had the subject define a "half shot." The student described a shot glass filled ¾ full with alcohol. During the investigation, the officer determined that the subject was under the legal age of 21 and had been consuming alcohol. The subject was issued a field release citation for Consumption of Alcohol by a Minor. Occurred on: 9-09-06, at 2:20 AM. 200 BLOCK WEST 21ST STREET Driving While Intoxicated: The driver of a black Honda was reported asleep at the intersection of 21st Street and Guadalupe. When the officer arrived, he observed that the driver was indeed asleep behind the steering wheel and that the engine was still running. The officer was able to wake the driver up and identified him as a UT student. When the student exited the vehicle, the officer detected a moderate odor of alcohol inside the passenger compartment and on the driver's breath. The driver informed the officer that he was parked in front of Moore-Hill dormitory and was just resting. During the investigation, the officer administered the Standardized Field Sobriety test in which the student was not able to pass. The subject was taken into custody for Driving While Intoxicated and transported to Central Booking. The students vehicle was impounded. Occurred on 9-09-06, at 3:34 AM. 200 BLOCK EAST 21ST STREET Suspicious Activity: A UT police officer observed two non-UT subjects looking at several bicycles parked along the west side of the building. When stopped one subject claimed to be a current UT student but could not provide any student information, or the name of the dormitory he claimed to be living in. Both subjects were issued written Criminal Trespass Warnings and escorted from the area. Occurred on: 9-11-06, at 2:00 AM. Crime Prevention Tip: It is unfortunate, but the Free Pizza offer does not apply to Police. If you are "Hungry for Justice" all you have to do is report any suspicious activity in or around the bicycle racks on campus. If that telephone call leads to that person arrest for attempting to steal a bicycle then the UT Police Department will purchase a Pizza of your choice. 300 BLOCK WEST 24TH STREET Public Intoxication: A non-UT subject was discovered passed out at the base of a statue. The officer observed that the subject's clothes were disarranged and dirty. The officer detected a very strong odor of alcohol on the subject's breath. After waking the subject up, the subject stated that he was walking to his hotel but did not know where it was. The subject was taken into custody for Public intoxication and transported to Central Booking. Occurred on: 9-10-06, at 3:30 AM. 1600 BLOCK LAVACA Forgery: A Texas Department of Public Safety officer received several complaints about a subject selling tickets. The trooper observed the subject selling and discovered that the tickets he was selling were counterfeit. The subject was taken into custody. During the investigation, officers discovered that the subject was in possession of 21 counterfeit football tickets. Several of the tickets were identical matches to other counterfeit tickets purchased in the 1800 block of Trinity. The subject was transported to Central Booking. Occurred on: 9-09-06, at 4:30 PM. 1800 BLOCK RED RIVER Forgery: A non-UT subject sold 4 Texas-Ohio State football tickets to another non-UT subject. This subject's wife became suspicious about the tickets and went to the stadium to verify if the tickets were legitimate. She was informed that the tickets her husband had purchased were counterfeit. The non-UT subject who had sold the counterfeit tickets was described as: black male, wearing a green shirt and a grey UT ball cap. The subject had a gold-capped tooth. A subject matching the description was located in the 1900 block of Guadalupe. The victim positively identified the suspect. After being taken into custody, the officer located 8 counterfeit tickets in the subject's possession. The subject was transported to Central Booking. Occurred on: 9-09-06, at 10:30 AM. 1800 BLOCK TRINITY Forgery: Four non-UT subjects approached a non-UT vender who was selling Texas-v-Ohio State football tickets. The four subjects purchased 4 tickets. After purchasing the tickets, all four subjects went to the Ohio State pep rally being held at the Frank Erwin Center. While at the rally they became concerned that the tickets that they had purchased might be counterfeit. They contacted a UT events manger and three of the tickets were identified as being counterfeit. The non-UT vender was described as: Black male, heavy set, 6'-0", short afro, with a beard. The subject was last seen wearing dark colored pants. Loss value: $900.00. Occurred on: 9-09-06, at 3:53 PM. 2200 BLOCK GUADALUPE Consumption of Alcohol by a Minor: A non-UT subject was discovered passed out along the sidewalk. The subject would not respond to verbal stimulus but when the officer stimulated the subject's sternum he awoke quickly. The subject's speech was so slurred the officer could not understand him. As the officer leaned closer to understand the subject, the subject began showing a strong desire to expel the contents of his stomach. The officer discovered that the subject was under the legal age of 21. During the investigation, the officer contact Austin EMS. The subject was treated at the scene for alcohol poisoning and transported to a local area hospital for additional treatment. The subject was issued a field release citation for Consumption of Alcohol by a Minor. The subject was so intoxicated that he was unable to sign the citation. A copy of the citation was placed inside his wallet. Occurred on: 9-10-06, at 3:00 AM. 2400 BLOCK GUADALUPE Assault With Bodily Injury: A UT student was overheard making comments to a non-UT subject. These comments were offensive in nature and are currently banned by the FCC and will not be printed in the Campus Watch. The subject's fiancée stepped in and told the subject and his friends to stop with the comments. The comments continued until the offended female poured an entire bottle of water on the student and his friends. The student and company began chasing the couple across Guadalupe and pushed them to the ground. The student began kicking and punching the female's fiancée as he lay on the ground. The assault caused injuries and bleeding. As officers arrived, several witnesses pointed out the student. The student was taken into custody and transported to Central Booking. Occurred on: 9-09-06, at 6:00 PM. 2500 BLOCK UNIVERSITY AVE Driving While Intoxicated: A grey Honda was observed traveling well below the posted speed limit of 30 MPH. The vehicle then failed to respond when the traffic control light changed from red to green. When the vehicle was stopped, the officer detected a very strong odor of alcohol inside the passenger compartment of the vehicle. When the driver exited the vehicle he needed the support of the doorframe in order to maintain his balance. The officer observed that the driver's eyes were bloodshot and glassy. During the investigation, the officer administered the Standardized Field Sobriety tests. The driver was unable to pass any of the tests. The subject was taken into custody for Driving While Intoxicated and transported to Central Booking. Occurred on: 9-10-06, at 3:20 AM 2600 NUECES STREET Driving While Intoxicated: A blue Ford pickup truck was observed traveling the wrong way on a posted one-way street. When the vehicle was stopped, the officer detected a very strong odor of alcohol on the breath of the driver. The officer observed that the driver had bloodshot and glassy eyes. The driver was very slow responding when asked to present his driver's license and insurance. During the investigation, the officer administered the Standardized Field Sobriety tests to the driver. The driver was unable to pass any of the administered tests. The subject was taken into custody for Driving While Intoxicated and was transported to Central Booking. Occurred on: 9-10-06, at 1:50 PM. Crime Prevention Tip of the Day: After the first home football game I received an email from a Campus Watch reader. The reader presented a very good idea that was addressed but needs to be addressed again. The reader commented on the fact that when an item is stolen, the property value is shown. However when a person is arrested for PI, MIP, DWI and DUI, the costs are not shown. As we read in today's issue of the Campus Watch there were several individuals who were arrested for Public Intoxication, as well as underage drinking. Many of the underage drinking offenses, a person involved is looking at the following: - Loss of their driver's license for 30 days - Fines not to exceed $500.00 - Court costs: This varies - Court mandated alcohol class (8 hours) - Court mandated community service (20 hours on average) As we saw there was one individual who was receiving a second citation for an underage alcohol violation. - Loss of their driver's license for 60 days - Fines not to exceed $500.00 - Court costs: This varies - Court mandated alcohol class (16 hours) - Court mandated community service (40 hours on average) CAMPUS WIDE: Non-Criminal Calls: In addition to the above criminal cases, The University of Texas Police Department responded to 138 alarm calls, 10 suspicious activity reports, 8 medical emergency calls, 3 collision reports, and 30 unsecured door reports between 09-08-06 and 09-12-06.
