Campus Watch: Below is a summary of campus activity reported to or observed by the University Police Department between Friday, 04/19/13 and Monday, 04/22/13. ADMINISTRATIVE MESSAGE A team of assessors from the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA®), will arrive April 21, 2013, to examine all aspects of the University of Texas at Austin Police Department’s policy and procedures, administration, operations, and support services. Verification by the team that The University of Texas at Austin Police Department meets the commission’s state-of-the-art standards is part of a voluntary process to gain accreditation — a highly prized recognition of public safety professional excellence. As part of the on-site assessment, agency employees and members of the community are invited to offer comments at a public information session on Monday, April 22, 2013, at 1:00 pm. The session will be conducted in the training room of the University of Texas at Austin Police Department located at 2201 Robert Dedman Dr., Austin, TX 78705. If for some reason an individual cannot speak at the public information session but would still like to provide comments to the assessment team, he/she may do so by telephone. The public may call (512) 232-5460 on Monday, April 22, 2013 between the hours of 10:00 am and 11:30am. Telephone comments as well as appearances at the public information session are limited to 10 minutes and must address the agency’s ability to comply with the CALEA standards. A copy of the standards may be viewed at the University of Texas at Austin Police Department. The local UTPD contact is Lieutenant Amber Calvert, Accreditation Manager, (512) 232-9628. Persons wishing to offer written comments regarding the agency’s compliance to accreditation may write to Commission of Accreditation for Law Enforcement Agencies, Inc., 13575 Heathcote Blvd, Suite 320, Gainesville, Virginia 20155-6660. The CALEA Assessment team is composed of public safety practitioners from similar, but out-of-state agencies. The assessors will review written materials, interview individuals, and visit offices, and other locations where compliance can be witnessed. The assessors for this review are: Team Leader: Chief Dan Boring (Ret.) Culpeper, Virginia Police Department Team Member: Ms. Denise Likenhoker Virginia Tech Police Department Once the CALEA assessors complete their review of the agency, they report back to the full commission, which will then decide if the agency is to be granted accreditation status. Accreditation is for three years, during which the agency must submit annual reports attesting to continued compliance with those standards under which they were initially accredited. BRAZOS PARKING GARAGE, 200 East Martin Luther King Blvd. Burglary of Motor Vehicle: A zebra print duffle bag containing clothes was discovered missing from the trunk of secured vehicle when the student arrived home. Loss value: $1,000.00. Occurred between: 4-15-13 and 4-20-13. Crime Prevention Tip: This is the time of the year when the number of BOV’s increase. The common denominator: students packing up their dorm room and storing those items inside their vehicles. CLARK FIELD, 300 East 21st Street Theft: A UT student reported her yellow backpack containing her Apple laptop computer, car keys and $3.00 in cash. During the investigation, the officer learned the backpack had been placed on a bleacher so the student could run laps around the field. On her last lap, the student discovered her backpack had been taken. The officers searched the areas with negative results. Loss value: $600.00. Occurred on: 4-19-13, at 11:42 AM. DKR TEXAS MEMORIAL STADIUM, 2200 Robert Dedman Consumption of Alcohol by a Minor: A UT Police Officer observed a non-UT subject attempt to pick up a metal rail that he was laying by. The subject informed the officer he was at a dorm waiting for his friend. He was an OU student and had been consuming alcohol at a house. The subject was released to a sober family member after receiving a court appearance citation for Consumption of Alcohol by a Minor. Occurred on: 4-20-13, at 4:26 AM GREGORY GYM, 2101 Speedway Theft / Assist Outside Agency (2 Counts): A UT student reported his Apple iPhone had been stolen while he was playing basketball at Gregory Gym. The student stated he was able to contact the person that had taken his phone. The suspect wanted money for the return of the property. During the investigation, the officers located the suspects and saw the stolen phone sitting on the table. The officers identified the subjects and soon discovered both had outstanding Outside Agency arrest warrants. Both were taken into custody for Theft and the outstanding Outside Agency arrest warrants and transported to Central Booking. Recovered value: $500.00. Occurred on: 4-19-13, at 6:45 PM. JESTER WEST DORMITORY, 201 East 21st Street Consumption of Alcohol by a Minor / Possession of a Fictitious DL / Possession of more than One Valid DL: A UT Police Officer responded to a report of an intoxicated student at the front desk who was having a difficult time checking in. During the investigation, the officer located the subject and learned he had consumed three cups of “Red Box” alcohol. While the student was locating his correct driver’s license, the officer noted the student was in possession of three driver’s licenses. Two of these- indicated he was over the age of 21. The third identified the student as being under the legal age of 21. The student was issued court appearance citations for Consumption of Alcohol by a Minor / Possession of a Fictitious DL / Possession of more than One Valid DL and released to his sober roommate. Occurred on: 4-20-13, at 2:05 AM. MANOR PARKING GARAGE, 2017 Robert Dedman Dr. Burglary of Motor Vehicle: A red purse containing a red wallet, black Samsung cellular telephone, several credit cards, and $70.00 was stolen after being left inside a secure vehicle. During the investigation, the officer learned the purse had been left on the floorboard of the vehicle and when the owner returned she did not see any damage to her vehicle. Loss value: $135.00. Occurred on: 4-20-13, between 9:00 PM and 11:15 PM. SAN ANTONIO PARKING GARAGE, 2420 San Antonio Consumption of Alcohol by a Minor: A UT Police Officer discovered a UT student passed out in the back of a vehicle. The officer noted the student was wearing the evidence of having had an extreme physical reaction to the over consumption of alcohol. During the investigation, the officers asked the subject if he could contact a friend, the student attempted to dial his key and was confused as to why his car would unlock. As the student and the officers talked, the student became more coherent and knew where he was and the date. The student was issued a court appearance citation for Consumption of Alcohol by a Minor and allowed to take a cab home. Occurred on: 4-20-13, at 3:29 AM. 100 BLOCK WEST DEAN KEETON Possession of Marijuana: A UT Police Officer observed a silver Ford travel through an intersection when the traffic control light was a solid red. During the traffic investigation, the officer detected a strong odor of burned marijuana inside the passenger compartment. During a search of the vehicle, officers discovered a small amount of marijuana along with a silver grinder containing marijuana and a glass pipe with burned marijuana residue in the bowl. The driver claimed ownership and was issued a court appearance citation for Possession of Marijuana. Occurred on: 4-20-13, at 2:40 AM. 300 BLOCK WEST INNER CAMPUS DRIVE Public Intoxication: A UT student was discovered passed out along the west side retaining wall of Goldsmith Hall. During the investigation, the officers were able to get the student to wake up. The student was unaware of where he was or how he had gotten there. The student was taken into custody for Public Intoxication and transported to Central Booking. Occurred on: 4-21-13, at 4:37 AM. 300 BLOCK WEST INNER CAMPUS DRIVE Theft / Possession of Marijuana: The UT Police Department received information a non-UT subject had removed a bicycle from the bike racks located on the west side of Goldsmith Hall. During the investigation, the officers located the subject along with the bicycle several blocks away. The subject was taken into custody for Theft and transported to Central Booking. During a search incidental to his arrest, officers discovered the subject was in possession of a small amount of marijuana. The subject was transported to Central Booking, additional charges for Possession of Marijuana were filed. Recovered value: $1,350.00. Occurred on: 4-19-13, at 6:02 PM. 700 BLOCK COLORADO Public Intoxication: A non-UT subject was discovered passed out on the sidewalk in front of the Colorado Building. During the investigation, the officers detected a strong odor of alcohol on the subject’s breath and noted other signs of intoxication. The subject informed the officers he was in town with several friends and had been drinking at several downtown establishments. The subject did not know where he was and was taken into custody for Public Intoxication and transported to Central Booking. Occurred on: 4-21-13, at 2:56 AM. 700 BLOCK LAVACA Graffiti: A UT staff member discovered letters written grey spray paint on the west exterior wall of the ASH Parking Garage. Estimated repair: $75.00. Discovered on: 4-21-13, at 12:14 AM. 1700 BLOCK RED RIVER Driving While Intoxicated / Possession of Marijuana / Possession of a Controlled Substance: A UT Police Officer observed a GMC truck travelling without its headlamps on. The officer observed the vehicle swerve into the bicycle lane then cross over the center divider into the opposite lanes of traffic. During the traffic investigation, the officer detected a strong odor of alcohol on the driver’s breath. The non-UT driver quickly handed the officer his driver’s license, then a paycheck when he was asked for his insurance. The driver informed the officer he had been to a friend’s home, but had not consumed any alcohol or drugs. The officer administered he Standardized Field Sobriety tests and the driver displayed a number of clues that indicated he was intoxicated. The driver was taken into custody for Driving While Intoxicated. During an inventory of the subject’s vehicle, officer discovered a mason jar full of a green leafy substance that he officer recognized as marijuana. The officers then located a smaller container with a white waxy powder. The driver confirmed to the officers the larger container was in fact marijuana. The white waxy substance was THC extract. The subject was transported to Central Booking. Additional charges for Possession of Marijuana / Possession of a Controlled Substance were filed. Occurred on: 4-20-13, at 3:17 AM. The University of Texas Police Department responded to 39 Alarm Reports, 3 Suspicious Activity Reports, 3 Suspicious Persons Reports, 1 Medical Call, 2 Burned Out Light Reports, and 3 Unsecured Door Reports between 4/19/13 and 4/22/13. SURE Walk is a student-run volunteer group that provides walks to and from campus to UT students, faculty, and staff, with the help of student volunteers. Volunteers are gathered from trusted organizations from around campus, such as Orange Jackets and APO, and include both males and females. An agency of Student Government, SURE Walk is in service Monday through Thursday from 10 p.m. – 2 a.m. during the fall and spring semesters. Please report your missing property to UTPD Lost and Found at http://www.utexas.edu/police/lostandfound. Or call 512-232-9619 and describe your item to us. If we have your item, we’ll contact you as quickly as possible to arrange its return to you. UTPD handles over 5000 lost and found items each year from campus departments, although we cannot accept clothing, food or drink containers, toiletries, broken or soiled property. Campus departments are encouraged to call 471-4441 to have UTPD pick up lost and found items that are unclaimed after one week. Emergency Text Message Service The University of Texas at Austin and its police department are responsible for notifying faculty, staff, and students of emergency situations (e.g., inclement weather, building evacuations, campus closures, etc.). The University employs a wide variety of tools to make sure everyone on campus is informed during an emergency event—including text messaging. In order to accomplish emergency text messaging more effectively, the University is collecting cell phone numbers from members of our campus community. Effective August 26, 2009, this database of cell phone numbers will be used for emergency text messages. UTPD generally schedules a Defensive Driving Class approximately once a month – based on need. The classes meet in the University Police Building, Room 1.318, located at 2201 Robert Dedman Dr (east of Memorial Stadium). The cost for the course is $25.00 (check or cash) payable on class date. If paying in cash, please bring the exact amount because change may not be available. You will also need to bring your driver's license. BCAL provides a central resource for UT faculty, students, and staff who may have concerns about the behavior or well-being of another member of the campus community. By calling BCAL at 512-232-5050, callers may talk with trained staff members who will assist the caller in exploring available options and strategies as well as referrals to appropriate campus support networks.
