Report for 11/12/2019

UTPD Announcements: Double lock your bikes! And get them registered with Parking and Transportation Services! If you see any suspicious activity around bike racks, please call 911. Please also do what you can to protect your property from theft. Watch this video: https://www.facebook.com/watch/?v=1560729307298423 to learn how to double lock your bike. 11/08/2019, 4:14 p.m., 2101 Speedway (Gregory Gymnasium) Possession of Drug Paraphernalia/ Criminal Trespass Warning: A UPTD officer was dispatched to Gregory Gymnasium for a report of a male subject walking around the building “wielding a knife.” When the officer made contact with the non-UT subject, he observed a folding knife which was closed. The subject was also in possession of cigarillos. The officer took control of the knife. The subject advised he had the knife out in the open because of a “mechanical issue.” A K9 officer confirmed the cigarillos contained marijuana. The subject was detained and cited for Possession of Drug Paraphernalia and issued a Criminal Trespass Warning. Safety Tip: If someone’s behavior makes you feel unsafe, the quicker you call 911, the better. UTPD has a focus on mental health training and de-escalation and will take a problem solving approach to why this behavior is occurring. Our focus was to ensure the situation was safe, not the marijuana. Our solution was to warn someone who had no business on campus to leave. 11/08/2019, 9:41 a.m., Gates Dell Complex Bike Theft: A UT student reported that he parked and locked his bike against a raining of E.P. Schoch on the north side of the building on the morning of 11/6 and did not see it when he returned later that day. The responding officer found a cut combination lock laying nearby. The bike was not registered with Parking and Transportation Services. Safety Tip: Bike thieves are selective and choose high quality bikes, preferring those bikes that are poorly secured. However, even bikes secured properly, with a u-lock plus another lock can be stolen. Registering your bicycle with PTS is a great way to help UTPD get your property back to you. UTPD is the lost and found hub for our campus, and you can use our website to record serial numbers and lost property. 11/06/2019, 10:07 a.m., 4200 S. Congress Avenue Leaving the Scene: A UT staff member reported that a driver struck a UT-owned vehicle and left the scene, failing to provide information as required. The staff member stated that he was traveling northbound on Congress Avenue when he was struck by a vehicle that was entering the intersection. The striking vehicle was described as a gray or silver Nissan Titan. The license plate number was also recovered. The UT vehicle was damaged. Unfortunately, when officers ran the license plate for the runaway vehicle, they found the registration expired in 2017 and did not show any valid insurance information. Safety Tip: It is your duty to provide your name, address, license plate number and your vehicle insurance information when you have an accident, and it is also your duty to provide reasonable aid to anyone injured. Failing to stop and do so can lead to criminal charges. 11/10/2019, 9:31 p.m., 1601 Trinity Street (Health Discovery Building) Harassment of a Public Servant: UTPD overheard the Austin Police Department dispatch to a disturbance at the Health Discovery Building. When officers arrived, they met with a non-UT subject who claimed that a female non-UT subject struck him with a walker and started talking about a gun. During the interaction with officers, the female spit on one of them. She was arrested and charged with Harassment of a Public Servant. Safety Tip: Our officers are trained to remain calm and professional even if a subject’s behavior is difficult, but the proper place to make your case is before a judge in court. Fighting an officer or spitting on them always makes it worse. 11/03/2019, 1:30 a.m., Jester East Medical Emergency: Officers were called to Jester East for a non-UT subject slouched over and vomiting. She appeared to be highly intoxicated and was unable to stand on her own without assistance. Two of her friends stated that she was at a party and began to drink a lot of alcohol. One of her friends brought her back to Jester east and was trying to take her to his room to sober up. EMS took the subject to Sobering Center Austin. Safety tip: UTPD’s mission is to “Keep you and our UT Community Safe.” Law enforcement is one tool among many UTPD can use to pursue this mission, but often the decision to not pursue charges is also a tool we can use. Our decision to not pursue criminal charges in alcohol over consumption ensures that students who are aware of these mistakes feel comfortable calling UTPD for help. UTPD also diverts any public intoxication subject to the Austin Sobering Center in lieu of charges, and this does not only apply to alcohol intoxication.
